OAKLAND — A city resident, apparently irritated by speeding motorists outside his home, allegedly fired an assault rifle into a passing car and killed a 21-year-old woman, according to Alameda County prosecutors.Now, 39-year-old Bernard Tracy Jimmerson is in Santa Rita Jail in Dublin on a no-bail hold, facing murder charges. The shooting victim was grazed with a bullet and suffered just a minor scrape on his ankle.
