Minnesotans asked to submit ideas for new state flag and seal designs Those Minnesotans with ideas about a new state flag and state seal design can submit proposals to the State Emblems Redesign Commission at its web site at mnhs.org/serc.Each entry must be original and follow the guidelines outlined by the commission. Each participant must be 18 years of age or older or have their submissions entered by a parent or guardian. Those eligible can submit up to three proposals for the flag and seal.The State Emblems Redesign Commission was established in the 2023 legislative session to find new designs for the official state seal and the official state flag no later than Jan. 1, 2024. Police continue extensive search for missing 9-year-old ALBANY, N.Y. (NEWS10) -- New York State Police announced that the search for 9-year-old Charlotte Sena remains ongoing. Sena, who is missing out of Saratoga County, was last seen at approximately 6:15 p.m. on September 30. Get the latest news, weather, sports and entertainment delivered right to your inbox! According to law enforcement officials, the investigation remains classified as a missing child. Police say they are pursuing all avenues to locate Sena, and have requested the assistance of multiple local and federal law enforcement agencies. The state park is closed indefinitely and police have requested that the public avoid the area at this time. Man charged with shooting at St. Louis police ST. LOUIS - A St. Louis man who was shot by police on Saturday has now been charged with allegedly opening fire at the officers.The shooting happened around 9:30 a.m. on Sept. 30 in the 3800 block of Shenandoah Avenue, located in the Shaw neighborhood.According to Sgt. Charles Wall, a spokesman for the St. Louis Metropolitan Police Department, officers were notified of an individual experiencing a mental health crisis who was armed. The person's family contacted police after threats were made.Officers arrived at the residence and attempted to speak with the man, identified as Raevon Parker, Sgt. Wall said.Police claim Parker tried to run away and officers used a Taser-like device in an attempt to subdue him. The device was ineffective and Parker continued to run. LOUIS – A former Lyft driver appeared in St. Louis Circuit Court on Monday and admitted to the 2019 kidnapping and rape of a young woman.Larry Donnell Ward, 57, will be sentenced Tuesday morning after pleading guilty to first-degree kidnapping and first-degree rape.“This case is a modern urban nightmare,” St. Louis Circuit Attorney Gabe Gore said. The victim had used a ride-sharing app to get a ride home from a bachelorette party at a downtown bar.The victim went to a hospital the following day for a sexual assault exam, which confirmed she'd been raped. Police collected data from the victim's phone and the ride-sharing app to discover when and where she'd been picked up and how long the ride lasted. The trip was less than five miles and cost $9.02, but it took 50 minutes. The victim's receipt also had an image of Ward.
