In downtown St. Paul, Sherman Associates has acquired the 26-story Landmark Towers office building overlooking Rice Park, the first step toward a complete office-to-residential conversion that will create 187 new units of market-rate housing.The Minneapolis-based developer, which has become a ubiquitous presence in St. Paul, plans to fill office and commercial space with residential luxury rentals, in step with a national trend of converting vacant office space into residential housing.Sale of the 200,000-square-foot office building at 345 St. Peter St. was brokered by Transwestern Real Estate Services and its Capital Markets and Assets team, who announced the closing Wednesday. SARATOGA SPRINGS, N.Y. (NEWS10) -- The Saratoga Springs City Clerk's Office within the Accounts Department is closed for the rest of the week due to illnesses in the department. COLUMBIA, Mo. (AP) — A Missouri Republican on Wednesday proposed constitutional amendments that would allow exceptions to the state's near-total abortion ban in cases of rape, incest and fatal abnormalities.Suburban St. Louis resident Jamie Corley, 36, proposed the constitutional amendments to allow those exceptions up until viability, which typically is around 24 weeks. The exception for rape would only apply if the assault is reported to a crisis hotline.Another proposal Corley filed would allow abortions for any reason up to 12 weeks into pregnancy.All of her proposals would shield those seeking abortions and health care providers from criminal prosecution and civil penalties.Missouri now bans almost all abortions, which Corley said is “completely out of line with voters.” The only exception is for medical emergencies.
